First you must find Vlas's wares so he can reestablish his mercantile trade.
Help Vlas recover his stolen feline friend.
Speak with Vlas and check whether the wares objective appears. The quest is tied to his merchant role, so do this before buying or leaving the area.
The wares step comes first. Recovering them should restore or expand his trade role before the feline-friend follow-up becomes the next focus.
After returning the wares, revisit Vlas's menu and dialogue. Merchant quests often change stock, menu access, or later requests.
